Bill’s professional career has spanned over 42 years, all of which have been in the public works industry. He has spent 16 years in public service with the Federal Highway Administration and with the South Carolina Land Resources Conservation Commission) and 26 years in the private sector with Wilbur Smith Associates, with Woolpert, Inc., and as owner and principal of WE3 Consultants LLC. He has also served as the Vice Chairman of the Saluda County Water and Sewer Authority and currently serves as the Chairman of the Saluda County, SC Planning Commission. Bill has been an active member of APWA at the chapter, regional and national levels since 1993. He has served as Director, Vice President, and President of the South Carolina Chapter. At the national level he presently serves on the Board of Directors as the Director-at-Large for Environmental Management. He has previously served on several national committees, including the Water Resources Management, Government Affairs, Finance, and Strategic Planning Committees. While chairman of the Water Resources Committee, he led the effort to develop the Certified Stormwater Manager (CSM) certification program; has taught numerous environmental short courses; and has supported APWA’s advocacy staff on funding and regulatory issues and has testified before the U.S. House of Representatives Water Resources Committee. Bill has a BS in Civil Engineering from Clemson University with an emphasis in Transportation Engineering and a MS in Civil Engineering from the University of South Carolina with an emphasis in Water Resources. Bill is married to his wife of 42 years, Molly Mitchell Spearman; has two grown children, Mitchell and Katie; and a beautiful 2-year old granddaughter, Molly Brooke.
