1.  JEANNE NYQUIST - Committee Chair and Instructor
Jeanne is the President of Nyquist and Associates, Inc., a management consulting firm providing services to public, private, and non-profit organizations. She has over 30 years of public works management experience and is a lifetime member of APWA. In 2017, she was recognized as national APWA Top 10 Public Works Leader of the Year. She holds a Bachelor of Science Degree in Business and Management from Marylhurst University. Jeanne is an accomplished speaker and trainer who uses her managerial and life experiences to illustrate leadership concepts that will enhance organizational, personal and professional development. 

Ray has worked in both the private and public drinking water industry for the last 30 years and has extensive experience as a manager, instructor and operator in all aspects of water supply, water distribution, system operations, cross connection control programs and safety programs. A highly motivated speaker, Ray always brings real work-world examples, humor and energy to his presentations. Ray is currently the Water Distribution Manager for the City of The Dalles.

Dan Boss has been in public works for 40 years, 34 of those in Tualatin, Oregon as Operations Director. In 2007 Dan spent 8 ½ months as the City’s Interim Finance Director. In 1989 Dan led the effort to establish Tualatin’s Road Utility (one of the nation’s first) and develop their first Emergency Management Plan. He helped establish the Oregon Chapter Scholastic Foundation; received the 2000 William Bowes Award (the chapter’s highest); was the 1995 Chapter President, Tualatin’s 2003 Business Person of the Year, 2001 Most Valuable Partner Award from the Business Education Compact and was recognized in 2004 as an APWA Top 10 Public Works Leader of the Year. In 2012 Dan retired from the City of Tualatin and is pursuing other endeavors that include Public Works Education. Dan is currently on the Chapter Board, serving as the National Delegate for Oregon.

Brice has worked in public works in both the private and public sectors for over 35 years. He is a construction inspector turned manager. His construction career included work on water treatment plants, wastewater treatment plants, dams, roads, bridges, water storage tanks, pipelines and more. He is an engineer who grew up with boots on. As a public works manager, Brice's accomplishments include development of a pavement management system, creation of a policy and procedures manual, and developing and instituting a performance management system. Brice currently oversees streets, sewer collection, storm drainage, signal maintenance, signing and striping, fleet, warehousing and procurement, and wastewater treatment for the City of Medford.

Jeff currently works for Lane County Public Works as the Manager of the Waste Management Division. He also serves as a trainer for the AchieveGlobal leadership development program. He has 5 years of experience in public works and 15 years in nonprofit leadership, working in Detroit, Chicago, San Antonio, and Eugene. He has led large scale community-based service events and served as the principal of an alternative high school. He enjoys camping, backpacking, and snowboarding.

Kim is the NW Operations Manager for CMTS LLC overseeing Oregon staff, client relations and business development. Working with public agencies she constantly strives for improvements in efficiencies and performance. An active APWA member, Kim completed the NWPWI program in 2014 and values the growth opportunities it provides. She thrives outdoors playing on the slopes, the river or the garden.
